The Time Lords, when they were at their peak, were able to travel between universes. They were not the only ones who did so. When they were killed, the paths between alternate universes (such as "Calabi-Yau space" and "E-space") and our own ("N-space") were shattered. redstarsatnight has informed me that it would be in your best interests to know more about the inhabitants of Calabi-Yau space in particular.
